1. Prepare the potatoes by boiling them in salted water until tender, about 15-20 minutes.
2. Heat olive oil in a skillet and sauté onions until translucent, about 5 minutes.
3. Add garlic, carrots, and celery, and sauté for another 5-7 minutes.
4. Add ground meat, cook until browned, about 8-10 minutes, and drain excess fat.
5. Stir in tomato paste and Worcestershire sauce, then add beef broth and simmer for 10 minutes.
6. Mix in peas, thyme, salt, and pepper, then remove from heat.
7. Drain potatoes, mash with butter and milk, and season with salt and pepper.
8. Preheat oven to 400°F (200°C). Spread meat filling in a greased baking dish, top with mashed potatoes.
9. Bake for 25-30 minutes until the top is golden brown.
