Instructions
1. Prepare the dried chilies by removing stems and seeds. Boil in water for 15 minutes until soft, then drain and blend.
2. Add onion, garlic, cumin, oregano, black pepper, and salt to the blender with chilies. Blend with a cup of beef broth until smooth.
3. Combine beef chunks with chili paste in a bowl, cover, and refrigerate for at least 2 hours or overnight.
4. Preheat oven to 325°F (160°C). Transfer marinated meat to a Dutch oven, add remaining broth and bay leaves.
5. Cover tightly and cook in the oven for 3-4 hours until meat is fork-tender. Alternatively, cook on stovetop over low heat.
6. Remove meat, strain broth, and reserve for dipping. Shred beef using two forks.
7. Heat a skillet over medium heat. Place a tortilla in the skillet, add shredded beef, fold, and cook until golden and crispy.
8. Repeat with remaining tortillas and filling. Serve hot, garnished with cilantro and diced onion, with consomé for dipping.
